 AGIAC has elected to host its conference in the City of Anaheim. “2016 International Terrorism and Organized CrimeConference”, will be presented by national and internationally recognized experts in Terrorism and Organized Crime investigations.  The conference venue will be at the Disneyland Hotel1150 W. Magic Way, Anaheim, California. 92802, held on August 8-12, 2016.  The conference will provide networking, training, and education on combating and preventing the rise of terrorism, organized crime, and street gangs.  

We are anticipating 500 attendees from over 20 different countries and the 50 local states attending this conference. 
 
The co-hosting, sponsoring agencies, and companies will be: Orange County District Attorney’s Office, Anaheim Police Department, United States Postal Inspection Service, Federal Bureau of Investigation, Association of Orange County Deputy Sheriff’s (AOCDS), Brown Insurance, Altria Client Services-Philip Morris USA, C.I Solutions, Underwriters Laboratory/ IIPCIC, and Focus Investment Advisors.
 
The Asian Gang Investigators’ Association of California (AGIAC) (www.agiac.com ) was founded in 1989 as a non-profit organization to foster relationships and networking among the various investigative units working Asian crime and gangs throughout California.  Over the years, AGIAC has grown to include members across the nation and internationally.  Membership is limited to law enforcement personnel, including corrections, prosecutors, parole, and probation.  AGIAC interacts with other law enforcement organizations, military, and private companies across the country to assist in a coordinated strategy on investigating and prosecuting Organized crime,  gangs, criminal enterprises, and terrorism.  This conference is a forum for training and development of the exchange of critical information involving Asian criminal enterprises.  Since the 9-11 terrorist attack against our country, our association AGIAC has strived to better serves the needs of the law enforcement community by providing quality training in Terrorism and Organized Crime that will equip and assist members in combating this proliferating crime trend in a proficient and professional manner.   
 
The training is open to all sworn law enforcement personal, including corrections, parole, prosecution and probation. Attendees must provide proper department identification, which is mandatory for admission.  Past conferences have been attended by 500-1000 law enforcement personnel from the United States and 20 other countries.

10 Wqys Law Enforcement has Ruined me as a Woman - Hilarious but true

As police officers, we girls are expected to survive in a profession that’s traditionally been a man’s job. We’ve made progress since I first became an officer and the conventional stereotypes have mostly faded. But there are still those who look at us like we are aliens.

Being a police officer changes our entire way of thinking and affects our psyche. It transforms us for life, not just for the duration of duty. Sometimes this projects a hard edge. At times, our femininity gets lost in the equation.

My mother would say the job has hardened me and I have lost all refinement. How does that song go—conceal, don’t feel? Maybe she is right, but I am still fighting to keep my womanhood…kicking and screaming all the way!

In terms of societal perspectives, here are 10 ways law enforcement has ruined me as a woman:

1. I’ve lost my fashion sense.

Candidly speaking, our uniforms are a necessity and it would not be practical to wear anything but department issue. Our pants are designed for active use. They mostly come in earth tones. Some of us get to wear a pop of color, but only in blue. Vests are not figure flattering. I mean, frankly, the girls get smashed and lost in there. The only bling we have are shiny metal attachments to our pockets and collars. At least we have a broach in the form of a shield or a star. I guess you could count that as jewelry. Our shoes, well, although they make tactical boots in many styles to choose from, they primarily come in black. Even our hair is regulated.

Because the job requires a certain level of physical fitness, I am considered a sloppy dresser with my workout clothes overpowering my personal wardrobe. Someone looking through my closet might say, “That’s all you have?” But I must admit I do have a nice collection of running shoes and hiking boots!

2. I prefer shiny accessories in gunmetal grey.

While some girls rush out to get the latest handbag, I browse the gun aisles. Weapons are like my shoe fetish—you can't have enough. Maybe I need a new holster. You might find me perusing the hunting sections of retail stores. It is there I am thrilled to find range items suitable for work. A new knife will catch my eye. They are so shiny! Or a flashlight. We also stock ammo. Gosh, all this excites me! Let’s go shopping!

3. I am not a damsel in distress.

Thanks to the custody and control maneuvers and ninja moves we have learned over the years, I can hold my own and I don’t need a knight in shining armor to rescue me. Physical engagement is not something I would invite in by instigating trouble, but when it comes my way it’s exhilarating. Plus, women are good at communication. This causes a problem when I am out on a date and I end up diffusing problems instead of standing by while my man does it.

4. Female cops have moxie.

While I think this is an attractive trait, many people shy away from us. But just because I'm tenacious and independent doesn't mean I'm not a lady. I still know how to bat my eyes. Does that count?

5. I can project my voice like Major Payne.

When the kids are running wild, I boom commands and they come to a screeching halt. Please and thank you are afterthoughts. These are orders. In my household, I will rattle the windows and life comes to a complete stop. Usually, this is accompanied by raised eyebrows and big eyes. This is effective in crowd control, but somehow loses its flash effect at home.

6. Everyone looks at me for decisions and treats me like one of the dads.

It’s true. At PTA meetings, the other parents will turn around to see what I think or expect me to have all the answers. Who, me? I just like to be at the back of the room and go unnoticed. I get asked to carry things for other women. Furthermore, at my kids’ sporting events, I am at the top bleacher with my back to the wall, sitting quietly so I can see everything. Booster club? Do I have to wave pom poms?

7. We become socially awkward.

There are days I am downright anti-social. But in most cases, I still enjoy regular people. My friends find it distracting when we are in a conversation but I never look them in the eye. I will glance once in a while. However, I am too busy scanning the room for threats and keeping my eyes on any sudden movers and shakers. Eating out tends to be a picky decision as I have arrested many of the servers. No special sauce, please.

8. I don’t really rush to attend tea parties and book clubs.

This might be too girly or may entrap me into wearing a dress with a hoop skirt. Female cops get dirty. I love to fish, hike, and be on the water. Now trap shooting or any outdoor sports? HELLO! I am all about that. But those sun bonnets and parasols…umm…nah.

9. Sometimes I channel my inner truck driver.

Street language is the sound of our people. It’s tough. It’s rough. It is direct. Let’s face it…many times it involves a lot of slang and graphic cursing. This vocabulary would shock most grandmothers out of their knickers and does not have much use in conversation with regular folks. My mother is especially disgusted by my fondness of the f*bomb when it slips. But on the other hand, it has so many uses!

10. I like camouflage.

It’s true. Sometimes I even prefer it in pink. In addition to that, wearing warrior clothing is sometimes appealing and might be part of my wardrobe. Skull logos, superhero emblems and warrior symbols are fun to display in various materials.

Setting aside all these influences on my personality, I really do like pretty dresses and high heels. I put on makeup and wear my hair down. It is not always styled in buns or braids. Manicures and pedicures are mandatory. And spas or massages? Oh, don’t get me giddy!

I can laugh, cry, squeal, and flirt just like the rest of them. Don’t discount my female ways. It is still very flattering if men open doors for us ladies and treat us to things. Romance? Yep. We are all about that. But we can also put you in an arm bar in 2.5 seconds. It’s all a struggle.

Early board Meeting Report

The Early Board Meeting of 2016 began on April 16, 201, at 0946 hrs.  IAWP President Margaret Shorter welcomed everyone to the first official meeting of the new Board.  

 Attendance was taken and Proxy's were identified.

Strategic Planning  was our first order of business.  This was conducted by Ellie Bird.  Ellie's first statement was to identify why we are there..We are here to continue to make a difference.   We broke into groups and identified the Strengths, Weaknesses, Opportunities and Threats that effect the IAWP and our recruitment efforts.  

 Our Strengths - Professional development, strategic global network resource list

Our Weaknesses - not having our training recognized by our departments, attendees should be recognized by our departments and we should be able to receive college credit.

Opportunities - We should have a directory of department heads in our regions.  attend Luther trainings and workshops and submit an article to share with IAWP.  

Threats - Global Personal Security - Financial Ability to attend Board Meetings or Training Conferences, pressure from world economics (prevents some officers from attending conferences)
Political influence - Our (IAWP) policies vs political policies, past and present cultural practices
Effects attendees ability to get Visas
Cyber Security - how secure is our website?

We talked about the "Action Plan for Women in Policing" for our countries - do we know what it is?

We identified who/what is a Stakeholder - Stakeholders not just donate time and money but are also people who will benefit from or who rely on the outcome.  They have a personal interest in the project.  

Stakeholders within the IAWP are:
Members, Regional Coordinators, Board Members, Agency Chiefs, Affiliates, other women's organizations, LINK organizations (Professional Law Enforcement Unions), Advertisers/Businesses, Student Youth Organizations, Faith Based Groups, News Agencies and Governments.

Questions to ask your self or Organization regarding Stakeholders - 
1. Are you Keeping them satisfied?
2. Actively Engaged?
3. Monitor their needs/responses
4. Keep them informed?
What influence do you have regarding the questions?  Can you/are you measuring their interest?

Strategic Plan - We want to Raise the Profile of the IAWP, Improve the ability to excel within the criminal justice system, Optimize Stewardship and Embrace Diversity.

In the afternoon we started moving through the Board Agenda:

The 2015 Late Board Meeting minutes were approved. A copy of the past Minutes can be found on the website.  

Actions from previous meetings:
5.2 - Suzanne wasn't there to speak on this she did send info.  Her findings and suggestions weren't reviewed by other committees.
Some thoughts she had were:
Why are we losing members? Are we meeting their needs and wants?
Suggest Region Coordinators (RC) ask their members
Bring training to Officers in developing countries and States in the US of A that can't attend the Annual Training Conference


Standing Items:

6.1 Foundation Summary
6.2 .1- 6.2.3  Finance Report was submitted. It's online under Treasurer's Report
6.3 - Margaret Shorter  - Are we responding to the needs of our members? So we provide training for Officers who can't make it to the annual training conference?  Ways to capture past members who have left the organization.
6.4  Steph Harding - Taser is onboard as a major sponsor.  Steph is looking at other ways to fund training or IAWP.  Possibly GoFund type of sources.
Resolutions - no report - Lianne stepped down from her post.  A new Cari is needed
6.6 Projects:
6.6.1 Conference Review is gathering information with Elle
6.6.2  Membership Review - still a working project
6.6.3. Awards Review - Mylan -  No additional awards to be added. Questioned whether the organization has the funds to change or add new awards.  Requested more input from the Board, asked us to question our Region Members..
6.6.4. Nothing to report
6.6.7  Policy 7 Endorsements carried

6.8  Conferences
6.8.1 - Winnipeg - No final report has been submitted
  - The committed had to pay back the balance not spent from the Grant they received.  The   Grant was for $35,000 and they had to repay $5,000 of it.  
  - The Ft. Garry Hotel was overpaid so they reimbursed the Conference $7,800 
  - Expected monies to be received by the IAWP is $20,307 and the IAWPF $8,000

6.8.2 Cardiff - There were 600 delegates representing 68 countries (or 1/3 of the world) and there was 80 speakers.  The conference resurrected networks for women in the UK and inspired people to join the police or for current officers to branch out to other departments/jobs.
5000 pounds or $7,500 USD was raised at the silent auction for COPS and local charities.

 6.8.3 Barcelona - Conference dates are 9-13 October 2016.  The theme of the conference is Equality and Security.  Subject speakers will include Human Trafficking, Protecting Victims in Conflict Zones, and Equality in Recruitment and Career Development.  
The Board Meeting will be held 7-8 October. Cultural Night the committee is asking attendees to wear clothing representing their country.  The Plenary Keynote Speaker on Wednesday will the the Vice President to the International Red Cross, Christine Beerli. 
Translators will be present for Spanish and French attendees.

6.8.4 Cairns - 17-21 September 2017 
 Conference subjects will include Safety Well-being, Operational Policing, Domestic Violence, Indigenous and Multi Cultural Engagement, Evidence Based Policing, Social Media, Women and the Judicial System.  Speaker abstracts are requested.

6.8.5 Calgary in 2018 - No one here from the committee.

THE IAWP IS ACCEPTING BIDS FOR THE 2019 CONFERENCE!!!

6.9 Historian Georgina nothing to report and Denise's report from the LBM stands.

6.10 Ethics - no reports 

6.11 Stipends and Accommodations. There was a discussion but no formal voting or decisions.  At this time there are no stipends for Board or Members to attend conferences or meetings.  

6.12 and 6.13 - Magazine Review. PR Magazine doesn't receive enough articles for the magazine.  Requests Members send in articles.  They will assist with writing the articles. Ideas and articles should be sent to Myra at editor@iawp.org. Deadlines are the the first of March, June, September and  December.  If you know of a company that is in the business of creating a magazine please let Myra know.  

7.1  Georgina requests that RC's or Affiliates send in information from any Regional Training events.  She also asked for guidelines on what info and articles the Board would like preserved.  

7.2. Request for assistance in Regional Training - this should go thru IAWPF.  Possibility of setting up an account where Regions could deposit money that could not be taken by their governments.  

8.0 - Fabian Brown, Region 10, offered to host the EBM in 2017, in either Arizona or San Francisco.  Bid to be submitted at the LBM.

9.0  Board Reports - All stand as submitted - The following comments were made

Margaret Shorter gave a briefing on the CSW60.  She said a formal report will be posted online.
Julia requested that ALL Board Reports be submitted on time.  Many were late for the EBM.
If a member wants to apply to an email pleas go the Website or respond to the one person requesting the info.  Don't respond to the whole Board.  There is a discussion page on the IAWP website.  
Michele made note that in the IAWP Constitution, Members must receive notice of the AGM by mail, not email.  She requested that this be changed to save money and time and to keep up with technology.  This will be voted on at the AGM in Barcelona.  
Historian Georgiana is looking for photos of Police Women of the past and present in their uniforms.

2016 Training Conferences

Just wanted to put some info out there:

The IAWP (International Association of Women Police) will be hosting their 2016 International Training Conference in Barcelona this year.  The conference dates are 9-13 October 2016.  To register go to either the IAWP website or IAWP2016. 

In 2017, Region 10 will hopefully host the Early Board Meeting in Tucson AZ and following the Board Meeting we will host a Regional Training Conference.  As soon as the Board has approved the EBM location more info will be given.

The Women Leaders In Law Enforcement Conference for 2016 will be held in San Diego, CA, 2-4 November 2016.  This is a great local conference and always filled with great speakers.  To register go to WLLE.com or Californiapolicechiefs.org.

It's been awhile

Wow!, I was just looking at my Blogs and thought I had written at least once this year.  My apologies...I have been busy with life and and off work with Planter Facitius.  Feeling better now and heading back to work soon.  

I will be attending the Early Board Meeting in April, in Abu Dhabi.  If there is anything you would like me to bring to the Board let me know.  I will write after the Board Meeting on anything of interest.  I will also post info that folks send me about upcoming meetings and trainings.  I have updated the email accounts and will be sending a letter out.  Please respond as to whether you would like to be included in upcoming training info.

Happy Holidays

Well Region 10

The Holiday Season is upon us again.  It seems to come faster every year.  One more month and it will be 2016.  For those of us in the San Francisco Bay Area, it means gearing up for Super Bowl Sunday.  If you plan on being here and don't have a room yet, you might try the outlying counties (Walnut Creek, Hayward, Richmond, Pleasanton, Pittsburgh) then you can take BART in and enjoy the festivities but escape the traffic.  

I hope you had a wonderful Thanksgiving Day, with Family and Friends.  With Christmas around the corner, keep your awareness up at work and around your home.  This is the time when depression hits many people.  Please reach out to friends, seniors and co-workers let them know they are not alone (especially if they have suffered the loss of Family this year, financial hardship, etc.).  

Stephanie Harding has made contact  with Safe Guard Armor the donation of 2 ballistic vests.  This offer applies only to women in the US, UK, and Canada (due to shipping).  If you or someone you know in law enforcement needs a vest and their department doesn't supply them let me know.  The application deadline is Dec. 6th.  I will need a short 1-2 paragraph explaining the need  and why she should be chosen.

If you have any articles for the magazine please send them to me.  The deadlines are December 1, March 1, June 1 and September 1.

I am currently working on booking a date for the next Region 10 Training Seminar.  I am hoping I can find a hotel in San Francisco with reasonable rates, don't laugh, it's possible.  If not I will be looking at the Marriott Hotel in Walnut Creek.

Successful candidates typically have:

  • Previously attended POLICE TECHNICAL classes (as a student, helpful, not required)
  • The ability to train at least once a month (12 times a year) for a 2-3 day contract.

The Geneva Center for Security, Development and the Rule of Law has provided a link to its latest publication, Handbook on Gender and Complaints Mechanism. 

Around the world, armed forces are recognizing the important contribution that women make within their ranks, and the fact that increasing the representation of female personnel is fundamental to future capability and operational effectiveness. In tackling barriers to women’s full participation in armed forces, a key priority is to prevent gender-related discrimination, harassment, bullying and abuse – to ensure that all personnel, men and women, serve in an environment that is healthy, safe and respectful, and upholds their human rights. Effective and trusted complaints mechanisms are a crucial component of such an environment.

This handbook brings together knowledge and experience as regards prevention of misconduct, and handling and monitoring of complaints within armed forces, with particular regard to gender. It is a resource for armed forces, ministries of defence, ombuds institutions and others that manage and oversee armed forces in:

  • establishing a safe and non-discriminatory environment for men and women in the armed forces;
  • dealing with instances and complaints of gender-related discrimination, harassment, bullying and abuse in the armed forces; and

End of Watch for Sgt. Scott Lunger

Today, Sgt. Scott Lunger paid the ultimate price and gave his life in the line of duty.  He and a partner were on a traffic stop, when the subject pulled a gun and shot Sgt.Lunger.  Please keep his family in your prayers.  He leaves behind a wife and two daughters.  

Remember no stop or contact is routine.  Keep your guard up and watch your 6's.  Take Care and Be

Regading Upcoming IAWP Training Conference

Hi Region 10

Janet Wilson, Region 9 Coordinator, had a great idea.  In 39 days we will be attending the conference and one of the social evenings is set up for delegates to wear their "cultural attire".  As the US of A does not have a historical/cultural dress that can fully represent the whole country, it was suggested we could (delegates) wear a jersery representing our favorite/closest professional sports team.  

By all means if you can or have a cultural/traditional dress or costume, I for one would love to see it.  For the rest of us, I think this is a great suggestion.

Otherwise, I hope all of you are staying cool in the summer.  I will post photos on FB and maybe on this Blog.  Please be safe out there.  If you have any questions or concerns regarding the IAWP - please let me know and I will bring it up at the AGM  or if it's a Board question I will try and get it on the agenda.

Happy Summer and Important Info

Hopefully, Life is going well for you and your family.  

I was just watching the news update on the church shooting in North Carolina.  So very sad...Please  keep all those affected in your thoughts and prayers. 

One of our members Retired Officer Ally Jacobs is fightng breast cancer, donations can be made on GoFundMe if you would like to assist her.

The Golden State Warriors Parade is about to occur here in Oakland, ... go Warriors!!!

The IAWP Training Conference is only 8 wks away.  I am so excited.  Also, it's our Centennial Celebration, GO IAWP!!!

I have been contacted by Mr. Jonah Engle of WAM TV Production who is looking for detectives for a new television show.  Real Detective is an 8 part series, with each episode detailing their most memorable case.  It is a misture of interviews and scripted scenes with professional actors.  There is a stipend available for your time.  Contact him at 514-846-1940 ext 243 or at jonah@wamgrp.com or on the website www.wamgrp.com.
