Hi Region 10

I apologize for the tardiness of this Blog.  Before and after the Regional Training Seminar I was so busy trying to catch up with my family and life, that I had ignored before and during the conference.  I lost my 95 yr old Cousin, luckily I was able to visit her right after I returned from Vegas.  That was on Friday and she was gone Monday.  No worries she was blessed with a long, exciting life.

The conference was a great success.  There were 85 participants from 8 countries (USA, Canada, UK, New Zealand, Trinidad and Tobago, Curacao, Afghanistan and Panama) and 44 departments.  For those who attended I have copied everyone's email, name and department.  I will send out the minutes from the EBM so you all can see what took place.

Hope to see you in Winnipeg in September.  Also there is a Conference in the UK in July on Human Trafficking  Now that I have a real computer I will be able to send out emails again on events around the world.

Reid & Associates, Inc.   Addressing the Suspect's Behavior    It is human nature to cite a person's behavior as evidence to support some underlying premise. It is an enticing argument to state that because one exhibits an observable behavior it is proof of some consequent conclusion. Consider the following examples of reaching conclusions based on observed behavior: "If you were in proper shape you wouldn't be huffing and puffing the way you are." "I could tell by the way you two were looking at each other that it was love at first sight." "You're really quiet tonight. Something's got to be bothering you." "You can't even look at me when you answer my questions. What are you not telling me?" "Why are you smiling? Do you think this is funny?" "Only guilty people run from the police!" This web tip is not about interpreting another person's observed behavior, but rather whether or not it is appropriate or productive to bring a suspect's attention to his or her observed behavior. During the course of a typical interview or interrogation, an investigator has many opportunities to openly address the suspect's behavior. Some of these efforts will be productive and lead to developing additional information or even a confession. In other instances, this same tactic may cause a suspect to resent the investigator or to psychologically withdraw, resulting in non-cooperation and an unsuccessful resolution of the investigation.  The following are guidelines as to when it is appropriate to address the suspect's observed behavior: Continue reading here.   A Field Guide to The Reid Technique   This new 427 page reference text offers detailed information applying The Reid Technique to unique and specific issues encountered during the course of an investigation. Preface Since 1998 the authors have written articles called "web tips" which were posted on the website of John E. Reid and Associates. These web tips covered topics ranging from behavior symptom analysis and interviewing techniques to interrogation procedures and updates on legal decisions. In total, more than 130 web tips have been posted. The spontaneity of the Internet allowed the authors to address contemporary issues and maintain updated information on detection of deception research and case law. The topics of many of these web tips were selected as a result of questions asked by participants attending our three or four day training seminars on The Reid Technique of Interviewing and Interrogation. Consequently, they address issues investigators frequently encounter when conducting interviews or interrogations. Senese After receiving his Bachelor of Science degree in business administration from Northern Illinois University, Louis began training at John E. The three had no luck in obtaining a confession. I was told "You went to this interview and interrogation class, show us it works." I obtained a copy of the case file and reviewed it. I met with the suspect and began to work, within 5 minutes she was crying and gave a full confession. I thought this was a fluke. I continued with the Reid program and noticed my confession rate almost doubled within a very short period of time. Since I have attended the Advanced Reid class I have again raised my confession rate. In multiple instances my interview and interrogation has followed other attempts and resulted in confession. I feel this is one of, if not the best and most useful class I have attended in my 20 years. Thanks Reid, you've made interviewing and interrogation more productive. Description: Karen Lynch worked for the San Francisco Police Department from 1981 until 2010, retiring with the rank of Homicide Inspector after being diagnosed with breast cancer.  This hour-long class will explore aspects of career survival that were never taught in law enforcement academies. Participants will learn skills for improved communication colleagues, as well as how to identify and enroll co-workers as mentors. We will discuss the reality of intuition, and the danger of dismissing our sixth sense. And finally, we will use some tools of improvisational acting to practice deflecting anger and the negative emotions of those we encounter, policing with compassion, while keeping ourselves healthy. Participants will leave with viable tools for enhancing their career satisfaction

Description: Staff Sgt Hunter works for the Peel Regional Police in Ontario, Canada. She is also a certified Yoga instructor.  For this training conference Staff Sgt Hunter will conduct two optional yoga sessions prior to the scheduled training regimen. These sessions are specifically geared towards police officers and the physical challenges they face due to the work environment and uniform requirements. She will also be doing a short presentation to explain the benefits of yoga and the importance of physical fitness.

               Instructor: Sgt Lisa Mandziak and Constable Belinda Duncan

 

Description: Sgt Mandziak and Constable Duncan are both members of the Winnipeg Police Serivce in Manitoba Canada.  Early in Constable Duncan’s career, she and Sgt Mandziak responded and overcame and armed assailant. This training segment will cover the importance of officer safety training and the physical skills and mindset one needs to survive a critical incident, not only at the time but also the aftermath.

Description: Donna Cayson began her law enforcement career in 1997 at the age of 44 after a twenty plus year career as an entrepreneur and private business owner. Donna worked for both the Pasadena and Sierra Madre Police Departments, retiring in 2010.  This training is a fast paced, interactive, knowledge packed education experience designed as a jumpstart for anyone who desires to develop and/or improve their leadership potential regardless of their current position in their organization. Participants will explore several behavioral science theories that help us to better understand and explore our own leadership potential.

Description:  Ally Jacobs was a police officer for the University of California-Berkeley for 13 years before retiring in 2013. She spent most of those 13 years working in patrol and undercover narcotics investigations. In August of 2009, Ally Jacobs and another UC Berkeley employee, Lisa Campbell, were instrumental in instigating the investigation that led to the location and freeing of Jaycee Dugard, who had been kidnapped and held captive by for 18 years. This training segment will outline that case, offer and offender profile of convicted kidnapper and rapist Phillip Garrido, and acknowledge the strong role that intuition had and continues to have in effective law enforcement.

                        Instructor: Sherry Benson-Podolchuk

 

Description:  Sherry Benson-Podolchuk served for 20 years as a member of the Royal Canadian Mounted Police and has authored a book; Women Not Wanted; based on her experience with a hostile work environment and gender targeted workplace harassment/bullying.  This training segment will focus on recognizing, overcoming and moving forward from the issues she discusses in her book.  The goal of this training is to be able to create and foster a positive work environment for all employees. By using real life experiences and sharing her own survival techniques, Sherry hopes to leave her audience with awareness of what harassment looks like and the impact on the victim; ideas on how to change attitudes and learn the value of our own voices and to have the courage to take action.

Registration is now Open for the Regional Training Conference

Hi Region 10

I'm happy to announce the Hotel Contract has been signed.  We have sent out a "Call for Papers" and the response has been great.  The theme of our training conference is "Surviving and Thriving in Law Enforcement".   Conference dates are March 24 and 25, 2014. The conference hotel is the Gold Coast Hotel and Casino in Las Vegas, NV.  The group id for rooms is ALAWP14 or you can call 888-420-6278.  There is also an online registration at  iawp.us.  Conference registration fees until Feb 19, 2014, are $125 for Members and $225 for non- members ( you can join for $40 and get the reduced conference fee and save $60).  After February 19 the fees will be $175 for Members and $275 for Non-Members.   Stay tuned for the opportunity to purchase conference t- shirts or polo shirts.

There will be an Early Board Meeting March 22 and 23. Members are welcome to sit in and ask questions of the Board.  Any questions feel free to ask. Also, we have an email at iawpvegas2014@yahoo.com.

Update to BOD/BOT

Dear Region 10

This is my first update since returning from South Africa so it is quite lengthy but please read it so you are fully updated on matters.

2013 Conference – Durban

Here is an overview for those of you who were unable to attend this year’s conference:

Largest number of delegates attended, over 1200, many from Region 18 which demonstrated the need for IAWP to take the conference to our growing membership. We also took the largest number of new memberships at any IAWP conference, recently reported by Michele, which was on top of the 270 new SAPS members we gained on the lead up to the conference. Whilst in our current format, Region 18 is now has the largest number of members.

The conference was not only supported by the Chiefs of Police of Southern Africa but received government level support the President of South Africa being represented at the opening ceremony by the Police Minister.

Our BOD meetings took place at the SAPS training Academy where all meeting facilities and meals were provided at no charge to IAWP. As usual we spent the first morning in the capable hands of Margaret as she facilitated a strategic planning session. We worked in groups considering the Resolutions process together with the first two resolutions then went on to identify possible future resolutions. The general consensus was that we should create one on ‘Empowering Women in Law Enforcement’ suggested by Patience and who agreed to work on some background information for the resolutions committee to consider.

We also worked in groups discussing the IAWP logo in its current form, what it could be even coming up with some very basic designs, to explore if we should be developing our logo to take us through the next 100 years.

The formal part of the meeting commenced after lunch and throughout the next day. I would like to thank all those present for abiding by standing rules and assisting me to move the meeting along so that we completed the full agenda with no items having to be deferred until the EBM.

2 new affiliates – Kenyan Association of Women Police and IPA (US Section)

A cheque was handed to Treasurer Michele Lish by 2012 Conference  Committee.  

We agreed to out source our magazine advertising, at no cost to IAWP and gaining 50% of any advertising sold.

We agreed to the proposal to have a centenary brochure created at no cost to IAWP (paid for by advertising) and the lead on this will be our Historian, Cheryl Brasil.

A budget was agreed to allow Julia Jaeger and Jane Townsley to attend the CSW meeting in New York in March 2014 alongside UnWomen UK, to promote the work of IAWP. 

We agreed that a review of our logo would take place to ensure it was truly representative of our organization and our membership as we move towards our 2nd century in existence. 

We also agreed to carry out a full review of our membership criteria to ensure we are fully meeting the needs and expectations Internationally, again that we are fit for the future and recognizing the changing shape of policing.

Two invitations to host our 2014 EBM were considered, Cardiff and Las Vegas, the consensus was with Las Vegas so that is where we will be heading next March.

AGM

The proposal to re define the IAWP Regions passed unanimously as did the proposal to remove the section describing the regions from Article VII of the constitution and place it within policy. It was agreed that there would be an implementation process, which would commence with administrative changes in preparation for the new regions. 

At the EBM in 2014 Jane Townsley shall look to appoint as many new coordinators as possible for the new regions who can then work alongside the existing coordinators and be mentored into the BOD role. In this way the new structure can be in place as we enter the 2015 election process when it is hoped that there will be elections within as many of the new regions as possible.

IAWPF

A recognition by the IAWP Foundation BOD was that we needed to be more proactive in raising funds for the foundation which would then relieve some of the financial burdens from the IAWP. A number of options were discussed and several actions handed out during the meeting, some good ideas being suggested by new members of the IAWPF BOD.

Resignations

Editor Simon Townsley announced his resignation as of September 2015 –Jane will be advertising for an assistant editor to commence in 2014 to work alongside Simon to ensure a smooth transition and so that the new post holder can take over the role on a gradual basis.

Regional Conferences

Region 16 – 25th to 27th November 2013 – you should all by now be aware that the 2nd Regional Conference is to be held in Abu Dhabi by the EWPA .  All members of the BOD have been invited to attend.  EWPA have also invited each Regional Coordinator to invite an IAWP member from the region who will only have to pay for their airfare to attend, accommodation being provided. 

Non BOD members can attend as delegates but will be responsible for their own flight and accommodation costs, there are no registration fees.

Region 9/10

There will be a joint regional training conference in Las Vegas, 24th & 25th March 2014, with the EBM taking place on 22nd & 23rd March.

Region 15

The 2nd Asian Regional Training Conference is being hosted by Indonesia 23rd to 24th April 2013 in Semarang, Central Java. It will take place at the Jakarta Centre for Law Enforcement Cooperation (JCLEC), which is within the Indonesian National Police Academy.
