Regional Training Conference Update

Hello Region 10

I hope those who celebrate the Christmas and Hanukah Holidays had a wonderful experience. Those who celebrate Kwanza, I send many blessings to you.  

I am happy to report that BOD has approved the Gold Coast Hotel Conference Contract. Registration will begin on Tuesday, December 31. To pay by mail go to www.iawp.org/training/march2014/refistration.htm.  To register and pay online go to www.iawp.us and click on the registration link.   We are still getting final confirmation on speakers.  The theme is "Striving and Thriving in Law Enforcement".  If you  or someone you know would like to be a presenter, we have put out a Call For Speakers, check the IAWP website or check with Tamia Dow.  Unfortunately,new cannot offer to pay for anypeakers so please that in mind.  

I have been in touch with John  Reid and Assoc., they are a training company for law enforcement officers. I have secured a discount for our Region members! I will post their info in a separate Blog right after this one.

2014 will be a busy year - the Regional Conference, and the 2014 Training Conference in Winnepeg Canada.  If you haven't registered yet check their website for deadlines and costs.  

If any of you have contacts in Hawaii please let me know. I will be sending an invite regarding the training to the Chief of Police in Honolulu.  Also, we are looking for Sponsors for the training conference and donations for a fundraising raffle to benefit the IAWP Foundation.

Board and AGM Meeting Info from Durban

Sorry I just realized I didn't give you the update from the Late Board Meeting or the impromptu Board meeting we held in Abu Dhabi.  

Durban SA - Late Board Meeting 

There were 13 Regional Coordinators present.  The meeting was called to order and previous meeting minutes approved.

The following Board Members were sworn in: IAWP Historian Cheryll Brasil, Coordinator for
Region 16  Amna M. Khamis Al Belooshi and  Region 17 Ann Marie Alleyne.  

Simon Townsley our Magazine Editor gave the next 4 deadlines to submit an article for the IAWP Magazine.  They are December 1, 2013, March 1, 2014, June 1, 2014, and September 1, 2014.
Simon is resigning from his post - Persons interested should send him an email at Scmtownsley@blueyonder.co.uk.  If you would like to write an article please do so and submit it to him. 

Deadline for Recognition Awards is April 28, 2014. Please send your nomination to Mylan Masson at mylan.masson@hennepintech.edu.

Deadline for International Recognition Awards is March 30, 2014. Cindy emphasized the importance of getting these in on time. Some countries take a long time to approve travel and leave. Contact Cindy Shain at CindyShain@aol.com.

Standing Items - 

Leah Mofomme gave a report on the Durban Conference.  We have 1,163 Delegates from 47 countries and 42 registered companions.  47 Delegates registered from the USA, 42 from Canada,51 from Trinidad, 20 from Botswana and 24 from Ghana.  

Motions - 

1.  Motion made to set a day to close out conferences in a timely manner. 
 St. John 's didn't close out their paperwork until just before the Durban Conference.

2.  Michelle Lish Finance Officer 
St. John's 2012 Conference saw a profit of $102,000.
Winnipeg' 2014 Conference website is up and Registration is open.

I apologize I had the Financial Report but can't find it when I receive another copy or find mine I will post it.  The financial report was approved by the Board.

Agenda -
8.1  Review of Membership Categories - Not Passed needs to be rewritten
8.2  Travel benefits for IAWP Members - Suzanne will look into this
8.3  IAWP should be involved in an annual charity event.  Tamia suggested V Day (Violence Against Women) more info to come.
8.4  Publishing of Aricles/Papers written by Members - Always welcome contact Simon. See above.
8.5  Establish a Speakers Bureau - there is one but it hasn't been updated. A Call For Papers will be initiated.
8.6  Retirees want to be able to attend a class or two.  In the past they did not want this but wanted their conference rates lowered.  Durban allowed full access to Retirees and Winnepeg will be allowing access also.
8.7/8.8  IAWP PR and Communications Plan/Regional Communications Plan - a series of Interviews will be conducted of Regional Coordinators and their Regions by Integrity PR. They will also assist Regional Coordinators with promoting their regions.
8.9  Resolutions - the IAWP is open to Resolutions submitted by the Board and it's Membership
8.10  IAWP Magazine will look at outsourcing our advertising to Chestnut Media in the UK.  They specialize in Law Enforcement magazines and advertisers.
8.11  Policy One - Performance Management Policy - will be amended to outline the performance guidelines for Elected and appointed Members of the BOD.
8.12  moved that the Constitution and Policy Committee set up a schedule to review all policies and the Constiution on a rotating basis but not less than once every three years and that this be incorporated into the policy as a change. - Passed
8.13  Centenary Brochure approved to commerate the 100th Anniversary. Articles are needed contact Historian Cheryll Brasil at cheryl.brasil@acgov.org
8.14  Jane Townsley, Julia Jeager would like Board approval and travel Money to attend the UN Commission on Staus of Women Meeting in New York March 2014.  Passed $5000 allocated. Steph Harding may also attend.
8.15  Carol Paternik will be monitoring our email mailing list to control non IAWP Members from arbitrarily using it.
8.16  Requested the awards be dedicated or named for IAWP Members who made special contributions to the organization.  This motion did not pass.
8.20  Suggested IAWP adopt a permanent organization logo. This motion passed. All ideas will. Be reviewed. Please submit YOURS!
8.22  Implementation of New Regions.  The Board passed the motion to update the Regions by splitting up some regions. There should be a total of 26 Regions when done.  I will send out the final list when I receive it.

At the AGM the Membership approved the Minutes from the AGM in St. John's, the 26 Regions as proposed by the Board, the creation of the Resolutions Policy #32.  Also, Historian Cheryl Brasil asked for assistance in gathering memorabilia and stories for our 100th Anniversary.

Holiday Greetings and Regional Conference Update


Hi Everyone
Merry Christmas, Happy Hannakah, Happy Kwanzaa

I hope you all had a great Thanksgiving.  I was in Abu Dhabi attending the United Arab Emirates (UAE),
Women Police 2nd Training Conference.  It was a great conference and a wonderful chance to meet other women officers and learn about their department.  The government has stated they are committed to supporting their women officers with training, promotional opportunities and the chance to work in all facets of their organization.  There were over 500 attendees from all over the Middle East, including Saudi Arabia, Morocco and Lebanon.  






After returning I celebrated my Thanksgiving and then got to work on our upcoming Joint Region 9 & 10 Training Conference. Janet, Tamia, Jane Townsley and I have been working on the hotel contract and list of speakers.  The training conference dates are March 24 and 25, 2014.  The conference theme is "Striving and Thriving in Law Enforcement".  The Early Board Meeting (EBM) will be March 22-23, 2014.  All IAWP Members are invited to sit in on the EBM and listen to your Board at work.  Hotel Conference Fees will apply starting March 21-25, 2014.  

The Host hotel will be The Gold Coast Casino and Hotel, Las Vegas NV.  The following room prices do not include the Resort Fee $11.19 or Clark County Tax which is 12%.  Based on double occupancy the rooms are: 

Friday - Saturday  Deluxe is $63 and Premium $78
Sunday- Tuesday  Deluxe is $28 and Premimum $36

Holidays are upon us

Hi Everyone

Well it's that time of year again.  We just finished Halloween and now we are into Christmas ( what happened to Thanksgiving)!  I know it is in there somewhere along with Veterans Day, Election Day, Hannakah and Kwanzaa.   I hope we all have a safe and happy holiday season this year.  For those living in California and the Bay Area there are a number of events happening and as I hear of them I will try and put them in the Blog.  For right now there are two:

1.  The Bay Area Law Enforcement Assistance Fund (BALEAF) is holding the first of hopefully our annual fundraising events.  BALEAF is an organization that assists law enforcement officers and their families in times of need. I am a member on the Board as is Robin Mathews and Lynette Hogue.  When LE Officers or their families suffer a catastrophic event ( line of duty death, illness,injury or trauma) BALEAF steps in with funds, counseling and whatever assistance the family needs.  We are able to do this due to generous donations we have received including those given by payroll deduction.  This year's event will take place Wednesday, Nov 20, 2013, 5:30-9 pm at the Elks Lodge, 450 Post St., San Francisco.  Tickets are $50.00 per person.  Entertainment provided by Comedian Michael Pritchard and a musical performance by Til Dawn Youth Choir.

2.  The other event is the National Black Police Association is holding their Fall Refional Conference in Burlingame CA.  Conference dates are Nov. 14-17, 2013.  This will be held at the Hilton San Francisco Airport Bayfront, 600 Airport Blvd. Burlingame, CA. Registration for Members is $250 and non members $275.  Speakers include Mel Asagi a Sacramento Lobbyist and Mike Raine who was the attorney for BART, regarding the Fruitvale Shooting.  There will also be a fundraiser there on Saturday Nov. 16, which will be a Casino Night and will be held at the hotel.  Tickets are $20 and can be purchased at the door.  Let me know if you need more info.

Region 10 Update



Hi Region 10

I'm happy to say my trip to South Africa was a success and I and all US Delegates arrived home safely. I was gone for a month and posted my travels on FB.  The conference was fun and interesting.  When in uniform or when people found out we were from America we had to be in all their photos. We felt like movie stars. I also found out that we were engaged in conversations not just to hear our views but also so they could practice their English.  

We were all saddened for the people killed at the shopping center in Namibia.  

As many of you know, Region 9 & 10 are co- hosting a Regional Training Conference in Las Vegas, NV. We will also be hosting the Early Board Meeting (EBM) for IAWP..  The dates are March 22 & 23, 2014 for the  EBM  and March 24  & 25, 2014 for the Regional Training Conference.   The host hotel is The Gold Coast Hotel and Casino. please save the dates and come out to support our first training conference. Registration and conference info will be forth coming. 

On my trip we drove almost 5,000 miles/kilometers. I swam with great white sharks, walked and petted lions, had close encounters with rhinos, elephants and cats.  I also saw how lions mate :-/. That as actually amusing. Also, the same lion tried to stalk us a night later. Luckily our Tracker spotted him and got us back in the vehicle.  For those of you thinking about traveling to Africa I advise using a travel agent and then double checking all reservations. We used Safari365, our travel agent Ian, did a great job.  

My next trip is to Abu Dhabi in Nov.  I'll be attending their training conference..



Conference Update

Dear Region 10

This is my first update since returning from South Africa so it is quite lengthy but please read it so you are fully updated on matters.

2013 Conference – Durban
Here is an overview for those of you who were unable to attend this year’s conference:
- Largest number of delegates attended, over 1200, many from Region 18 which demonstrated the need for IAWP to take the conference to our growing membership. We also took the largest number of new memberships at any IAWP conference, recently reported by Michele, which was on top of the 270 new SAPS members we gained on the lead up to the conference. Whilst in our current format, Region 18 is now has the largest number of members.
The conference was not only supported by the Chiefs of Police of Southern Africa but received government level support the President of South Africa being represented at the opening ceremony by the Police Minister.
- Our Board of Director meetings took place at the SAPS training Academy where all meeting facilities and meals were provided at no charge to IAWP. As usual we spent the first morning in the capable hands of Margaret as she facilitated a strategic planning session. We worked in groups considering the Resolutions process together with the first two resolutions then went on to identify possible future resolutions. The general consensus was that we should create one on ‘Empowering Women in Law Enforcement’ suggested by Patience and who agreed to work on some background information for the resolutions committee to consider.
We also worked in groups discussing the IAWP logo in its current form, what it could be even coming up with some very basic designs, to explore if we should be developing our logo to take us through the next 100 years.
The formal part of the meeting commenced after lunch and throughout the next day. 
- 2 new affiliates – Kenyan Association of Women Police and IPA (US Section)
- A cheque was handed to Treasurer Michele Lish by 2012 Conference  Committee for $110,000 this comes on top of the $35,000 we have already had for the 10% of registrations and there may still be some more to come once all expenses for the committee members present in Durban had been covered. The $110,000 is IAWP’s 60% of the surplus! Another 40% went to the affiliate AWLE.
- We agreed to out source our magazine advertising, at no cost to IAWP and gaining 50% of any advertising sold.
- We agreed to the proposal to have a centenary brochure created at no cost to IAWP (paid for by advertising) and the lead on this will be our Historian, Cheryl Brasil.
- A budget was agreed to allow Julia Jaeger and Jane Townsley to attend the CSW meeting in New York in March 2014 alongside UnWomen UK, to promote the work of IAWP. (The latest Draft update from UNWomen is attached)
- We agreed that a review of our logo would take place to ensure it was truly representative of our organization and our membership as we move towards our 2nd century in existence. 
- We also agreed to carry out a full review of our membership criteria to ensure we are fully meeting the needs and expectations Internationally, again that we are fit for the future and recognizing the changing shape of policing.
- Two invitations to host our 2014 EBM were considered, Cardiff and Las Vegas, the consensus was with Las Vegas so that is where we will be heading next March.
AGM
- The proposal to re define the IAWP Regions passed unanimously as did the proposal to remove the section describing the regions from Article VII of the constitution and place it within policy. It was agreed that there would be an implementation process, which would commence with administrative changes in preparation for the new regions. 
At the EBM in 2014 Jane Townsley shall look to appoint as many new coordinators as possible for the new regions who can then work alongside the existing coordinators and be mentored into the BOD role. In this way the new structure can be in place as we enter the 2015 election process when it is hoped that there will be elections within as many of the new regions as possible.
IAWPF
- A recognition by the IAWP Foundation BOD was that we needed to be more proactive in raising funds for the foundation which would then relieve some of the financial burdens from the IAWP. A number of options were discussed and several actions handed out during the meeting, some good ideas being suggested by new members of the IAWPF BOD.
Resignations
-Editor Simon Townsley announced his resignation as of September 2015, Jane will be advertising for an assistant editor to commence in 2014 to work alongside Simon to ensure a smooth transition and so that the new post holder can take over the role on a gradual basis.
Regional Conferences
- Region 16 – 25th to 27th November 2013 – the 2nd Regional Conference is to be held in Abu Dhabi by the EWPA .  All members of the BOD have been invited to attend.  EWPA have also invited each Regional Coordinator to invite an IAWP member from the region who will only have to pay for their airfare to attend, accommodation being provided. 
Non BOD members can attend as delegates but will be responsible for their own flight and accommodation costs, there are no registration fees.
- Region 9/10
There will be a joint regional training conference in Las Vegas, 24th & 25th March 2014, with the EBM taking place on 22nd & 23rd March.
- Region 15
The 2nd Asian Regional Training Conference is being hosted by Indonesia 23rd to 24th April 2013 in Semarang, Central Java. It will take place at the Jakarta Centre for Law Enforcement Cooperation (JCLEC), which is within the Indonesian National Police Academy.

Region 9 & 10 Training Conference

Our Region's first- Mini Training Conference will be held in March 24-25, 2013. The IAWP Board of Directors will meet March 22-23, 2013 and then the Training Conference will be right after.  This is a chance for Members who have not met the BOD or attended an IAWP Conference to attend a mini conference.  Please save the dates and come join us in Las Vegas!!! Our hotel will be announced when I return in Oct. I have a proposal from the Gold Coast but I have not signed the contract yet.  Stand by for more.  

The 51st Training Conference was fantastic..there were over 1100 delegates attending from 54 countries. Lots of note resting info and very nice people.

Peshwar Pakistan - As part of the unfolding police reform agenda, women police mobile education units have been established in all regional police headquarters and will become functional fromSeptember 9. Every unit will be headed by a senior lady police official and include four to five other members. The units aim to educate women about their rights and domestic violence, and inform them of the women complaint centres set up at police stations across the province. They can register complaints of any violence committed against them at the centres where female staffers will assist them.

Bulawayo Zimbabwe- Policewomen charged for failing exam.  Four policewomen stationed at Central Police have appeared before an internal disciplinary hearing for allegedly failing a police promotion examination.  In court for determination is whether failing a police promotion examination is an act of misconduct under policing duties (performing duty in an improper manner).

Chicago Illinois - Chicago Police Academy Opens Doors To Potential Recruits. Hundreds turned out Saturday as the Chicago Police Department opened the doors of the Police Academy to potential recruits. Recruits spoke with instructors, saw demonstrates of physical requirements and the control tactics officers use, were able to see the gun range and demonstrations of SWAT tactics and medical response, among other things.

Afghanistan - Afghan policewomen tout gains but live in fear of losing it all.  Roina Durani had dreamt of wearing a uniform since she was a little girl. Washington DC - Alerts go to law enforcement ahead of 9/11 anniversary. Federal authorities have issued a series of general alerts to law enforcement for vigilance with the approach of theSept. 11 anniversary and a possible U.S. military strike in Syria, law enforcement officials said. U.S. law enforcement officials say there's no indication of specific plots in the Unites States related to the 9/11 anniversary, which is the first since the 2012 attack on a U.S. diplomatic post in Benghazi, Libya, that killed the U.S. ambassador and three other Americans.

Happenings here and around the world August 2013

- Region 10 Member, Ellen Kirschman, author of "I Love A Cop" has a new book out called "Burying Ben" , a fictional crime novel.  It got excellent reviews. Try and support one of our region members.

- China sending 140 riot policewomen to Liberia - not sure why but just thought I would mention it. 

- Women police officers in Delhi claim they are overworked and underpaid ( welcome to our world :-))
There is a shortage of women officers to work on cases of crimes against women, which are piling up and those on the job are struggling to make a difference.

- Greensboro police officer Karen Walters settled her gender discrimination lawsuit against the city for $180,000 and a promotion to Captain.  Congrats to her.

- National Black Police Association is in the middle of their National Training Conference in Miami, FL. The Western Region will hold their regional training conference in Burlingame CA.  Nov 14-17, 2013.  Let me know if you would like more info.

Happy Summer Vacation to Everyone

I am really excited about my upcoming trip to South Africa.   Region 10 Members Sita Singh, Barbara Jean Curry and I are going to take a 3 week driving safari around South Africa.  We are totally excited and looking forward to our adventures. But first we will have the excitement of the IAWP Training Conference.  No will try and put photos on FB and perhaps here on the Blog.

I will be submitting a request at the Fall Board Meeting that Regions 9&10 host the 2014 Early Board Meeting. Tamia Dow has been working hard to secure a hotel for the conference.  It is set for the weekend of March 22-24,2014. If the Board decides to let us host the Board Meeting it will happen on March 21-23 and the Regional Conference will be on March 24&25, 2014.  Otherwise the Regional Conference will be the weekend dates.  Location for the conference is Las Vegas NV.... VIVA Las Vegas and we can celebrate my birthdate. Yahoo!!!!   I will keep you posted.

If anyone is interested in helping with the conference please let me know. I already have a few names.  We will need sponsors, vendors and help registering people.

Meeting Minutes from Early Board Meeting April 20-21,2013

The 2013 Early Board Meeting was held in Port of Spain, Trinidad and Tobago, April 20-21, 2013.  The meeting was called to order at 0922 hrs by IAWP President Jane Townsley.

Introductions and Welcomes we're conducted for Board Members and Guests.
Past meeting minutes from St John's were approved.
Karen Salisbury notified us of the next Board Meeting which will be September 20-21, 2013 in Durban, South Africa

Reports

All Reports were as submitted and published.
- The only person who wanted to add was Simon Townsley, who added delivery submission dates for articles to the magazine.  Pre- conference magazine that will go out in July has a deadline date of June 1, 2013.  Post conference magazine article submission deadline date is September 1, 2013.  It was pointed out that with that date 2013 Conference photos and information won't be read until January.  It wasn't made clear whether those dates ( especially the post conference deadline) would be changed.

Strategic Planning - Fundraising and Marketing

Stephanie requested to not have to wait for every Board Meeting in order to get approval to purchase
items for fundraising and marketing. She will now go coordinate with her committee and then present her request to the Treasurer and Finance Committee.

Conference Committees -

2012  St. John's -  There were over 700 delegates from 56 countries.  $10,000 was raised for Ronald McDonald House.  The Conference Committee is in the process of disbursing checks, IAWP as an organization will receive at least $90,000 up to $150,000.

2013  Durban, South Africa
- people reporting having trouble booking their hotel rooms, attendees should try and book directly with the hotel instead of through the website.  Hotel fees have been sorted out and corrected, be sure to read the terms and conditions.


- A listing of dates for the Post Conference tours have not been posted, attendees may also want to book these on their own also.  The name of a travel agent is listed, remember the prices are listed in Zars so be sure to convert it.

- So far 275 delegates have registered.  Apartments and guest house may be available as well as housing after the conference.

Ok - I think I'm on a role here. I just received some good news for me of our Region 10 Member, Brenda Trobaugh who was a Sergeant with the Fresno Police Dept. has been hired as a Commander (2nd in charge) at Cal Poly San Luis Obispo University. Congratulations Brenda. Unfortunately, my department the San Francisco Sheriff's Dept. lost one of our deputies in a boating accident. Dep. Michael Roberts joined our department in 1998. He was a really nice guy and a great co-worker. He will be missed. Please keep his family in your prayers. I am still looking into the IAWP's Policies and Procedures and the Articles. It seems our organization was written under the Societies Act from Canada. So far Robin and I cannot find out the rules for passing P&P's and who votes. You can google the Societies Act and read them for your self. Pretty interesting stuff. More to come Fabian Please Be Safe Out There

Hello Region 10 - It has been a long week in here in Trinidad and Tobago. Many firsts encountered. My first Board of Directors Meeting, Region 17's (the Caribbean Women's) First Regional Conference. It was very exciting attending and seeing all of the Caribbean Women here. The Region 17 Women have raised the bar, for many years Region 10 was the largest Region but I believe Region 17 as unseated us with the 90+ women who joined the IAWP at these past two days. There were many items on the agenda for the Board to consider, when I return home next week I will write the minutes from the meeting. One of the most controversial agenda items was regarding Policy 4 and the naming of awards, specifically the Mary Jo Blahowski Leadership Award and then the Lois Higgins-Grote Heritage Award. It was brought before the Board the awards should not be named after members of the Board but should just be titled for the type of award, i.e. the Leadership and Heritage awards. The reasoning spoken at the meeting was that many members do not know who these women were, how do you choose which members will be recognized, and who makes those decisions. These were very privatize and thought inducing questions. After reading the Policy I realized that we have no criteria to show why these women were chosen. There is only information on the award itself and not how it relates to the women named after the award. Criteria is necessary so that new Board Members and new Members will understand their contributions and relevance to the award itself. I abstained from voting on this agenda item because the proposal was confusing. Please remember that this will not be finalized until the AGM Meeting in South Africa,because all policy changes Must be approved by the members and I will be there. Meanwhile, I will be speaking with other Regional Directors and Robin,maybe we can formulate a better Proposal and/or create criteria. Standby for more. Hi Region 10 I wrote a nice long Blog at the beginning of this month but it didn't take so I will try this again. 1. Thank you to everyone for all the support when my Mom passed. It was a little tough thru the holidays but my family and I made it through. I hope all of you had a safe and happy holiday season and I wish everyone a safe and Prosperous New Year. 2. South Africa has finally got their website up, this means you can register for the 2013 Conference and get your hotel room. Please go to the iawp website and click on the conference logo. For those who pre-registered the conference committee and Jane are working on confirming those registrations. 3. The Early Board Meeting will be in Trinidad/Tobago in April. I will be attending the Board Meeting. I will post a synopsis of the topics discussed after the Meeting. If there is anything you would like me to bring up at the Board Meeting please let me know. 4. If members forward me training info I will forward it out in email. I forwarded out training info this morning, if you did not receive it that means I have an incorrect email.
